Strategic Plan Requirements for

ICA Chapters

This document accompanies the ICA Umbrella Structure initiative and specifies the process and critical questions that need to be addressed by prospective ICA Chapter applicants in their Strategic Plan when applying to become an official ICA Chapter (or to renew this status after 3 years).


Step 1: Review Umbrella Structure documents

Please review the Umbrella Structure and accompanying documents (Strategic Plan Requirements for ICA ChaptersMOU/Agreement) before the development of the Strategic Plan to ensure understanding of expectations and obligations of ICA Chapters. The Strategic Plan serves as an application for associations and organizations applying to become an official ICA Chapter (either MOU Chapter or Affiliate Chapter).

Step 2: Develop a Strategic Plan

This document provides direction for the development of the Strategic Plan by specifying the critical questions that need to be addressed:

      Specify whether you’re applying for an MOU or Affiliate chapter (the ICA reserves the right to the final decision based on the provided information).

      Specify the name of the association or organization applying to become an ICA Chapter, and specify place and country of registration (headquarters).

      Add the details of at least two contact persons from the prospective ICA Chapter who can be reachable by the ICA (email and mobile number).

      Specify the geographical area, country, or other geographical entity that the prospective ICA Chapter will represent. 

      Briefly outline the current state of CPTED in the specified geographical area, country or other geographical entity.

      Briefly identify the governance structure of the prospective ICA Chapter.

      Describe membership requirements and membership structure of the prospective ICA Chapter.

      Attach any supporting documentation (bylaws, regulations, registration documents, etc.).

      Briefly identify the connection between the prospective ICA Chapter and the ICA, and the benefits your organization will bring to the ICA as its Chapter.

      Specify how you expect the ICA will support you.

      Outline intended actions for your prospective ICA Chapter for the next 3 years that will assist with the promotion and advancement of CPTED and the ICA in your chapter area (some short-term and some long-term actions). Also include a short description of opportunities and obstacles for achieving your intended actions. Provide some kind of timeline for this action plan (e.g. Gantt chart).

Please also include information about the author(s) of the Strategic Plan, date and place of document.

Once completed, email the Strategic Plan and accompanying documentation to The ICA will contact you should additional information be required.

Step 3: Receive an MOU/Agreement for signing

Once the application to become an ICA Chapter on the basis of the submitted Strategic Plan and accompanying documentation has been reviewed and approved by the ICA, the applicant organization will be invited to sign a Memorandum of Understanding (MOU) or Agreement (depending on type of Chapter – MOU or Affiliate). When both parties sign the MOU or Agreement, the applicant becomes an official ICA Chapter.
