Type of ICA Chapter - MOU or Affiliate?


What type of ICA Chapter should we apply for? – ICA Chapter (MOU) or Affiliate Chapter (Agreement)?

The table below has been developed to assist you with deciding what type of Chapter is most suited to your organisational structure, expectations and intentions for your chapter.

Intended organizations – Who is it for?
  • association or organization with a primary or extensive focus on CPTED
  • the chapter may represent and encompass countries/sovereign states; states, provinces or territories; or any parts or combinations of any of those 
  • association or organization that may not focus primarily on CPTED, but may include CPTED in some of their activities (e.g. university departments, local governments, research institutes/groups, regional umbrella organizations for crime prevention, or Neighborhood Watch Associations)
Formal organizational structure requirement

YES

  • official structure with bylaws registered in one of the countries the chapter is representing
  • own membership scheme

NO

  • may or may not have a formal structure and/or membership
ICA membership requirement - before applying

YES – at least 1 member for 1 year

  • at least one (1) member of the prospective ICA Chapter's leadership team will need to be an ICA member in good standing for at least one (1) year before being eligible to apply to become an ICA MOU Chapter

YES – at least 1 member for 1 year

  • at least one (1) member of the prospective ICA Chapter's leadership team will need to be an ICA member in good standing for at least one (1) year before being eligible to apply to become an ICA Affiliate Chapter
ICA membership requirement - at time of application and lifecourse of the ICA Chapter

YES – Executive members

  • all members of the ICA Chapter holding leadership positions (Chair/President, Treasurer, Secretary, and, if available, Vice-President and Executive Director - at least three (3) members in total) will need to be registered ICA members at time of applying to become an ICA MOU Chapter

  • at least three (3) members of the Affiliate Chapter leadership team will need to be registered ICA members at time of applying to become an ICA Affiliate Chapter
Code of Ethics requirement

  • ICA Chapter’s Code of Ethics to include the minimum standards specified in the ICA Code of Ethics
  • may adopt the ICA’s Code of Ethics as its official document

  • Affiliate Chapter’s own Code of Ethics to include the minimum standards specified in the ICA Code of Ethics
  • may adopt the ICA’s Code of Ethics as its official document
MOU/Agreement with the ICA

  • signed Memorandum of Understanding (MOU) – renewed every three (3) years

Strategic plan requirement

  • develop a strategic plan when applying for ICA Chapter status
  • update strategic plan every 3 years when re-applying for the ICA Chapter status
  • a short written update to the ICA every 12 months on the progress of CPTED-related actions specified in the strategic plan, other activities and membership numbers

Expectations & Responsibilities

  • actively promote CPTED, the ICA and its services
  • adhere to the protocol set out in the signed MOU regarding the promotion of the ICA and the use of the ICA logo
  • connect with other ICA chapters and related organizations; particularly in own region or country
  • attend occasional online meetings organized for ICA chapters
  • attend a special workshop session intended for ICA chapters every two years (in person at ICA conference or online)

YES

  • actively promote CPTED, the ICA and its services

  • connect with other ICA chapters and related organizations; particularly in own region or country

May administer an ICA-recognized personal professional certification program

  • may administer CPTED certification in its own language (includes ownership over the management of certification and registration payments) under the conditions specified in the ICA Organizational Structure document
  • professionals who certify under the ICA chapter's certification program (needs to be ICA-recognized & ICA-vetted) are considered ICCP certified

NO

  • members of the chapter need to undergo the ICA-administered ICCP certification in English
International ICA Conference attendance

Desired

At least one member of the ICA Chapter’s leadership team will attend the International ICA Conference held every 2 years, and a special workshop session at that conference intended specifically for ICA Chapters. If the Chapter representative is not able to attend in person, they will join the session using virtual meeting tools.
