The use of animation / projection of business signs at night - used as a crime prevention tool. Bringing life to building facades in downtown business districts - that could be experiencing negative activity.

    Jane,

I have no experience of the use of lighted signs etc as a crime prevention tool, however the use of trompe l'oeil images on blank building faces is commonly used in France, to enliven areas, especially where adjacent buildings have been demolished.

There is a particular fine example in Rue Anatole, Paris. If you use Google Earth go to "124 Rue Anatole France 92300"   - then use street view to look at the end of the building to the south-south-west. This trompe l'oeil is illuminated at night.
