Special features of the 2025 ICA Conference
Capacity building opportunities
The conference will include insightful visits to selected areas of Palm Springs. These visits will provide delegates with the opportunity to identify opportunities to apply CPTED principles practice based on an assessment of an actual environment.
These site visits will form the basis of interactive workshops (charrettes) where delegates can share learning regarding the practical application of CPTED principles. These capacity building events will be facilitated by international leaders in the field.
We encourage you to participate in the site visits and workshops if you are keen to improve your understanding of the realities of applying CPTED principles in practice.
Exciting keynote speakers
We are delighted to have secured two exceptional keynote speakers for our conference. The following two speakers will share their unique experiences with us:
Police Chief Andy Mills from the Palm Springs Police Department. Chief Mills graduated from the FBI National Academy and Indiana Wesleyan University, and he is a key member of the California Major Cities Chiefs Intelligence Commanders Group. He played a vital role in introducing CPTED to Palm Springs and will share insights on how CPTED and law enforcement can be combined to tackle today’s challenges.
Shamichael Hallman is the director of Civic Health and Economic Opportunity at the Urban Libraries Council. Shamichael promotes the untapped potential of libraries as vibrant community hubs that foster connections and enhance public safety. At a time when neighborhoods face challenges like toxic drugs, homelessness, and street crime, Shamichael’s innovative ideas offer CPTED practitioners fresh opportunities for creating community assets to cut crime.

The conference will feature delegates from more than 15 countries. Presenters will share their knowledge and experience regarding a range of topics in support of the conference theme of Community Building and Empowerment - A Holistic CPTED Approach.
