    We are proud to announce our series of two June webinars on the topic of “CPTED in the times of COVID-19”. Our third and fourth webinars will capture the responses to the pandemic and some coping strategies that have been put in place to address the social and safety concerns associated with these unprecedented times.


    The ICA – International CPTED Association brings regional diversity to the discourse on this important topic. ICA Directors from 7 ICA regions will come together as guest speakers to showcase how the issue that has affected every part of the world has been approached in their respective countries and regions. Different geo-political systems and socio-economic profiles of these countries and regions while facing the same common threat will make for a vibrant discussion. The speakers will also identify the role of CPTED in addressing safety concerns during and after the pandemic as communities transition into the recovery phase.  


    The webinar will be presented as a 2-part series. Part 1 will feature speakers from the Asian, Australasian, European and UK regions. A week later, Part 2, will feature speakers from the 3 ICA regions in the western hemisphere: Canada, Latin America and the United States.


    Topics will include:

    • How the COVID-19 pandemic disrupted life across different ICA regions
    • Crime trends and safety challenges during the COVID-19 lockdowns
    • Likely scenarios and foreseeable challenges in the post-COVID-19 world
    • Lessons learned from the COVID-19 pandemic
    • The role of CPTED in dealing with health and safety concerns during the pandemic
    • The role of CPTED in the recovery and post-recovery phases
    • Suggested guidelines and recommendations to assist in recovery and crime control

    PAUL VAN SOOMEREN – ICA REGIONAL DIRECTOR (SVOB & EDOCA)

    The Netherlands - European ICA Region

    Paul (1952) studied Social Geography and Urban and Regional Planning programmes at the University of Amsterdam. He worked at the Ministry of Justice and Interior (National Crime Prevention Institute) and in 1984 founded a private consultancy and research bureau under the name DSP-groep. Paul initiated the Dutch and European ICA Chapter decades ago and is working on several EU funded projects on CPTED.


    Dr. MANJARI KHANNA KAPOOR – ICA DIRECTOR

    India - Asian ICA Region

    Dr. Manjari is the Founder-President of the Association for Building Security India (ABSI), a society to further the reach and knowledge of CPTED and other aspects of ‘security by design’. As a professional architect and academic, she advocates for these concepts through her work and publications within the Indian cultural context. She is also the author and chairperson of the SEQURE standards for security design.


    LAURIE GABITES – ICA REGIONAL DIRECTOR

    New Zealand – Australasian/South Pacific ICA Region

    Laurie served as a police officer in the NZ Police for 35 years. Much of his work had a strong community orientation. He also worked at the Wellington City Council with a focus on public place violence, alcohol related harm and public safety. He is currently a Trustee and a board member of the Safe Community Foundation of New Zealand and has been involved with CPTED for a number of years.

    Dr. TIM PASCOE – ICA REGIONAL DIRECTOR (UK-DOCA)

    United Kingdom – UK Region

    Dr. Tim Pascoe has been a Community Safety Researcher for over 25 years carrying out qualitative and quantitative research and evaluation. He has particular interest in Designing and Managing Out Crime. His work has resulted in a publication record that has added to the understanding of community safety problems and solutions.

    A Colonel of police in passive service of the National Police of Ecuador, Max has extensive experience in plans, programs and projects related to Citizen Security and crime prevention. Representative of ICA in Ecuador, has participated in many national and international events representing the country. Has held important positions like the National Director of Community Police of Ecuador, Citizen Security Advisor in the Ministry of Government, Coordinator of Internal Security of the Ministry of Security and many more.

    DR. MACARENA RAU –  ICA PRESIDENT

    Chile, Latin American Region

    Dr. Macarena Rau Vargas has a background in architecture and a PhD in Architecture. She has a wide experience leading urban and public safety projects and initiatives in Chile, Latin America and the Caribbean. 

    In 2008 Macarena founded PBK Consulting; a company that assists governments, companies and NGO’s applying CPTED strategies in countries like Mexico, Honduras, Chile, Brazil among other. In this role she has particularly promoted the 2nd Generation CPTED. Macarena has been the President of the International CPTED Association since 2017.

    Designing Safe Communities with CPTED E-course

    (ICA CAP Accredited - Class B)

    Once overlooked as a minor and ineffective tactic in the mitigation and prevention of terrorism and violent crime, Crime Prevention Through Environmental Design (CPTED) has undergone dramatic changes since the September 11 attacks. The most up-to-date reevaluation of CPTED since 2000, Designing Safe Communities with CPTED is a class that reflects updates and amendments to the rules for security in the built environment and presents the knowledge and practice of CPTED as applied to today's world of threats, including street crime, workplace violence, and terrorism.

    Taught by America's premier architect, criminologist, and Certified Protection Professional Dr Randy Atlas, and boasting contributions from the world's top CPTED practitioners, this course represents the first collection of CPTED information to be readily accessible to the architectural and law enforcement communities. Facilitating understanding across fields, it explains the architecture process to security directors and the security design process to architects. 

    Providing step-by-step guidelines for applying real-world concepts, principles, and processes for building security and CPTED, the course starts with the risk threat assessment and considers relevant factors and variables all the way through construction and post-occupancy evaluation. Highly relevant to critical infrastructure protection, the course demonstrates CPTED implementation in high-security environments, as well as public and private sector buildings, parks, ATMs, and schools. It addresses specialization in security system design and planning, crime prevention, blast mitigation, and chemical, biological, and nuclear threat protection.

    The course is a practical resource and guide for architects, security directors, law enforcement, Homeland Security professionals, and building and property managers; Designing Safe Communities with CPTED addresses how CPTED is applicable to critical infrastructure protection in the continuing effort for homeland security. The course provides recipients with their CPTED Practitioner Certification that is accepted in Broward County, the State of Florida.

    The course is also accredited under the ICA's Course Accreditation Program (CAP) - Class B. Any candidates completing this course will be exempt from the following 5 (out of 12) competencies should they wish to pursue Professional Certification under the ICA's Individual CPTED Certification Program (ICCP):

    • Competency Unit 01 - Define Scope of Task
    • Competency Unit 04 - Read and Interpret Plan Drawings
    • Competency Unit 07 - Analyze and Assess Underlying Conditions
    • Competency Unit 08 - Compile Written Report
    • Competency Unit 09 - Assess CPTED Options
